@FrenchyDuckbill web “designers” job is 90% design and 10% programming, but If you want to handle the creation of a website all by yourself, it’s a 25% design and 75% programming.
HTML is a Markup language, not a programming language. Layouting a website with xHTML and CSS is not considered “programming” but “designing” aswell. Programming languages for the Web are PHP and Javascript, for example.
What % of a web designers job is programming and what % is designing?

good point, but not true in all cases. web apps often don’t require many images, but fashion sites, or art sites, sites about types of flowers,… often do require images to get the point across or to set the theme. but PLEASE don’t waste the user’s bandwidth with rounded corner images or gradients. use sprites for icons, and css3 for other design tricks whenever possible. this makes your site more lightweight and accessible.

Dont use Photoshop to slice your website with. And dont use to many images to create your website layout. because your website will load very slow.

Dude, you used a program? That won’t get you far in life. Not to be mean or anything, but I’m 15 and I’ve used some site builders but never a program. Web design is about creativity, learning…not pressing buttons on a program and having it do everything for you.
